- Multi-Role with Cache as RAM app fails to pair with 8 devices

Problem reproducibility:
- 100%.
Problem description:

- The requirement for Multi-Role with Cache As RAM is connecting &pairing with 8 devices.
- When testing this App we've only managed to pair with 7 devices when working with 8 simple peripherals, or mixed topology (4x SP+ 4x SC).
- when working with 8x Simple Centrals we've only managed to pair with 6 devices.
Steps to reproduce the issue:

- flash device with the specified app.
- connect 8 devices (8xSP / 8xSC / Mixed ).
- Pairing would fail with the 8th device, and the 7th device when using 8xSC.
