Problem Description:

1. BLE central connection is broken when Wi-Fi is turned on (Grant is de-assert during ble running traffic)
2. When Wi-Fi is turned on the central scan fails to find devices (Grant de-assert during scan window)

Steps to reproduce #1:

1. Create BLE Connection where central is the DUT
2. BLE start Traffic (optional)
3. Turn on Wi-Fi

Steps to reproduce #2:

1. Turn on Wi-Fi

2. Run BLE central scan
