Description

The NDK is not serving the ARP requests for the proxy entries added via "LLIAddStaticEntry" calls.

The LLIAddStaticEntry doesn't set either FLG_RTE_PROXY or FLG_RTE_PROXYPUB while calling RtCreate function.
