GEL_SymbolAdd in StartUp() is not working on initial debug startup

      The GEL_SymbolAdd() function called from the StartUp() function of a GEL startup file is not working on initial debug startup. The GEL expression appears to run without issue, but the symbols are not loaded. Reloading the GEL file will work.
