The icf files, CC3220SF_LAUNCHXL_FREERTOS.icf and CC3235SF_LAUNCHXL_FREERTOS.icf do not define the symbol "Flash" set to 1. This prevents the IAR IDE from flashing these devices when the executable is built with _SF_DEBUG_ defined.
This is only an issue for FreeRTOS. The TIRTOS and NORTOS icf files define Flash as 1.
