TI Driver configuration should provide a const symbol for driver config indexes

The generated ti_drivers_config.c now provides a C constant for each driver configuration index. Applications and libraries can now bind to this symbol during the link step of a build. The new symbol is named the same as the previously generated macro; however, it's post-pended with '_CONST'.
