UART0_TX drives in opposite direction as XDS pull resistor

      On the CC13xx and CC26xx LaunchPads a 100 kOhm pull down resistor is connected to the level shifter on the "XDS_RX_LS"-net of the XDS110 debugger. This net is connected to the UART TXD-net on the CC13xx/CC26xx device when a jumper is mounted on the XDS jumper header block. Since this pin is defined to drive high in the LaunchPad board files, this will introduce a leakage current of ~33 uA which will be visible for customers using the on-board EnergyTrace on Agama LPs. If it doesn't conflict with something else, please define the UART0_TX pin as drive low in all of the Chameleon and Agama LPs to prevent this leakage current.
