CC2640R2 JTAG TCK noise workaround non-functional with SCLK_LF_HFD

      The previous workaround for noise on TCK on CC2640R2 only armed itself when the device went into standby. If the device did not enter standby before entering shutdown, the workaround did not trigger. Going into standby is of course not possible when using SCLK_LF_HFD. When the application tried to call Power_shutdown, it will reset JTAG_PD is on but halted in boot waiting for the debugger to set an IO.
      The workaround is now armed during the shutdown procedure itself. It is no longer required to enter standby to do so.
