This requirement is for a What's New dialog that displays What's New content - expected to be a summary or subset of release notes for the most recent and past releases, and could include announcements related to new content and documentation availability,  new releases that are available etc.  

1. The content could include images, links,  text formatting etc
2. The content would be updatable on both cloud and existing Desktop installs.
3. A desktop install would periodically query for updated what's new content - typically once a day on first startup unless the user selects to only update when new releases are available. 
4. The desktop application check for content would be a kind of ping that would be used to count the number of unique users without using any identifiable information
   1. Eventually an update check for component updates will supercede the above.
