Some values in Sysconfig file generated from older SDK version not getting picked up in GUI

      Some values in Sysconfig file generated from an older SDK and SysConfig version are not getting picked up in the GUI when the file is opened in CCS. It appears that in the newer SDK / SysConfig environment, the ordering of content in the older file is causing an issue.

      It looks like the issue is mainly caused by updating the SDK. If the SysConfig version is updated in the project but NOT the SDK version, then there is no issue. Once the SDK is also updated, then the issue occurs.

      The issue occurred on both CCS 12.8 and CCS 20.3.
