Create device xml for a generic BYPASS

      Currently, a BYPASS is categorized as a CPU that can be added to represent a non TI device to be bypassed in the JTAG scan chain. In CCS Eclipse, you can use the advanced target configuration editor to add a BYPASS by using the option to add a core and selecting the BYPASS option. CCS Theia does not have the ability to add a core, only a device. Hence a BYPASS device xml is needed so that the user can select a BYPASS from the device list.
