int32_t is used for prototype definition instead of sint32.

RootCause: ipc_baremetal_hw\soc\ipc_soc.h uses sint32 for prototype declarations. But ipc_baremetal_hw\soc\V2\ipc_soc.c still uses int32_t for definition.

WorkAround: Use sint32/uint32 instead of uint32_t in function prototype definition
