Remove message regarding Optimizer Assistant from the Problems view

      The following information message often appears in the Problems view:

      "Not all available code size is being used. Recommend running Optimization Assistant to find best speed vs size setting (--opt_for_speed). Double-click to start."

      However, Optimizer Assistant is not available with CCS 20.x. Double-clicking on the message does not do anything.

      This message should be removed.
