CC23XX and CC27XX family of devices rounds down Tx power values that are not in the power table

      Description of the Issue: According to Core BLE Spec 6.0, specifically the Power Control Chapter, if a value does not exist in the power table, the closest value from above ("round up") should be selected. However, the current implementation selects the closest value from below ("rounded down"). The issue is reproducible with previous versions and occurs with both IAR and Ticlang compilers. It has been tested on three devices from the LPF3 Family (CC2340R5, CC2340R53, CC2745R10Q1).
