      Description: A CC26X2/CC23XX/CC27XX peripheral is connecting to an Android device. When the peripheral has a fast-advertising interval (~20ms) connection parameter updates from the Android device will fail with "Invalid Link Layer Parameters" error. When reference connection event counter was lower than connection event counter, the failure was seen. The stack was not accounting for re-transmissions of the connection parameter update, causing the failure. The failure was reproduced using a fast-advertising interval (20ms) and a fast duration (60ms).
