Creating Config Dir should not inherit from CCS base installation

      A configuration directory can be created by running the server back end as follows :-

       

      call ccs-server-cli.bat -workspace "%WSDIR%" -configuration "%WSCONFDIR%" -application initialize -ccs.productDiscoveryPath:replace -ccs.productDiscoveryPath "%TIPRODUCTS%" -ccs.toolDiscoveryPath "%TITOOLS%"

       

      This works well, but the configuration 'inherits' from the base CCS configuration, which may have other products or tools configured by users over time.

       

      Request is for this command to produce a 'clean' configuration, i.e. as if CCS Theia had been started for the first time.  This could be default or requested via an option like  --ccs.cleanconfig ??
