suspend-to-RAM wakeup by plugging in USB device is not reliable

      Sometimes, plugging in the USB device doesn't wake up from suspend-to-RAM. The failure happens in a random pattern. With my limited manual test, it could fail in 3rd or 4th iteration, or doesn't failed for 10+ iterations.
