Partial I/O is not resuming from mcan wakeup source. Triaged to commit https://git.ti.com/cgit/ti-linux-kernel/ti-linux-kernel/commit/?h=ti-linux-6.12.y&id=e6aced8fa0f1

Fixed by adding a sys_off handler in mcan. This sys_off handler will set a wakeup flag in the pinctrl for mcan UART when the system shuts down and mcan is a wakeup source.
Patch in TI SDK 11.00: https://git.ti.com/cgit/ti-linux-kernel/ti-linux-kernel/commit/?h=ti-linux-6.12.y&id=c85877d40f8e70e1e201eca2ae1648781f238a37
