Enable a preference to allow user to control whether 3rd (right most pane) is open by default

      CCS Theia v1.20 and higher (including CCS20.x) have a change in behaviour to always open SysConfig 3rd pane (with Info, generated files and device view) by default. This is based on changes in PMUX-3888 . There is feedback from customers (see E2E link) that they would like to control this behaviour. 

      Current suggestion is to have an automatic preference to record state of opened/closed views. This would be a user global setting that would be used by SysConfig versions that include implementation tracked by this jira.
