Connection may be unstable with Coded PHY when Access Address has high cross-correlation with the preamble

      Description of the Issue: Connection may be unstable when there is high cross-correlation with the preamble. This issue could lead to multiple retries and connection timeout. Due to this, CC23xx platforms will not generate an address that may be impacted by this. However, if different platform will be used, connection may be unstable. This issue affects cc23xx but not cc27xx.
