Specific smart phone doesn't find peer running extended ADV with secondary PHY of 1M

      Description: In IOP tests we noticed specific smart phone doesn't find extended adv set where secondary PHY is 1M.
      Test steps:
      1. Load device with only extended adv 
      2. Open BLE app and scan
