Some DIOs not configured to reset-values by default

      CC23X0:

      DIO16 and DIO17 are not configured with pull up/down out of reset, which is not respected by sysconfig. By default, sysconfig will configure all pins to have no pull. A special case needs to be added to handle these two DIOs.
