AARCH64 GCC 11 compiler not being discovered

      The AM62x Processor SDK Linux v9.x ships with the AARCH64 GCC 11 compiler. This compiler is not being discovered in CCS.

      v8.x of the SDK ships with AARCH GCC 9 compiler, which does get discovered by CCS.

      According to CCS engineers, there is no upper limit in regards to version numbers for discoverable compilers. Hence GCC 11 should theoretically be able to be discovered.

      One potential issue could be the difference in name of the gcc executable.

      GCC 9: aarch64-none-linux-gnu-gcc
      GCC 11: aarch64-oe-linux-gcc
