[IOP][Android 14][One Plus 11] With privacy enabled, reconnection fails after after Pairing & Bonding

      Last working version- OS: Android 13

      Description:
      Connecting and pairing (read characteristic 5) to simple peripheral with phone (only with One Plus 11) on Android 14. After bond completes, if phone disconnects and reconnects, then the reconnection will fail.
       
      Note:

      • The bond saved on the phone
      • With Android 12- there is no bug. The phone successfully reconnects.
      • With Android 14 and another phone (not One Plus, for example, Galaxy 23 or Google Pixel 7), there is no bug.
      • If flashed hex with public address- behavior is not observed
