On CCS Linux and CCS macOS, ROV can fail to start with the below error:

The interesting thing is that ROV can start successfully the first time but subsequent attempts to start will fail with the above error. Cleaning the workspace will allow it to start successfully again for the first time and then the error will happen again afterwards.

This issue does not happen on CCS Windows.

The issue was reproduced with several TI-RTOS7 examples from the CC13xx/CC26xx SDK v7.10.1.24
