Parent core gets auto-disconnected if child core is disconnected

The behavior of disconnecting child cores for C2000 multi-core environments has changed in recent versions.

For example, see the below scenario on a F28379D:

      CCS 10.4:
      -manually connect to CPU1
      -manually connect to CPU2
      -manually disconnect to CPU2
      -manually disconnect to CPU1

      CCS 11.2+:
      -manually connect to CPU1
      -manually connect to CPU2
      -manually disconnect to CPU2
      -CPU1 is auto-disconnected

Note that in BOTH versions, connecting to CPU2 first with auto-connect CPU1 and disconnecting CPU2 will then auto-disconnect CPU1.

The expectation is the behavior that was exhibited in CCS 10.4.
