"Error communicating with cloud agent" occurs for CCS installations that were incrementally updated

      "Error communicating with cloud agent" will occur for CCS installation that were incrementally updated. For example, updating CCS 12.4.0 to CCS 12.5.0 and then trying to open Resource Explorer. Not sure if other views that rely on cloud agent could be affected (like ROV) or if other incremental updates (like from CCS 12.3.0 to CCS 12.4.0) have the same issue.
