Tx Power value in advertisements is not updated after the advertisement are started

      Adv_Tx_Power in advParams has a special reserved value of 127 which is translated into the  “No Preference” value. In case such value is set, we will issue the advertisement command with the tx power provided by the HCI_EXT_SetTxPowerDbmCmd prior the adv enable.
      Otherwise, we will issue the advertisement command with the value provided in the advParams.

      Currently, in case Adv_Tx_Power is set to 127,  and the HCI_EXT_SetTxPowerDbmCmd is issued after the Adv Enable, the new TxPower value will not be set in the adv command.
