The root cause of this issue is tracked by TICLD-3806.
"Stuck workspace" condition issue that was investigated previously seems to be occurring again for production Cloud IDE users.
This prevents affected users from being able to log into the Cloud IDE and start a new session.

- The user's session expires and he is prompted to log back in
- There are leftover processes from his original (expired) IDE session which prevents him from being able to start a new IDE session
- Eventually after some time, the leftover processes somehow go away, which unblocks him.
This issue

- seems to be a regression of a previous known issue that was fixed
