When attempting to use a older (apparently non compatible) camera, there is no error message displayed to the user, and the spinner (on the capture page for example) persists without ever connecting a video stream, or displaying an error message. 

This may in fact be a video encoding error too.   There are no log messages on the device side to indicate that streaming will not work.
