Problem description:

- When bonding is enabled, and the Pairing Mode is 'Initiate a pairing request', the pairing and bonding processing is done as expected after creating a connection for the first time.
- After a disconnect, while trying to connect for the second time, an indication that the encryption process was successful.
- The Peripheral side tries to do pairing again, but it fails in the public key exchange stage, and the connection is terminated.

Test-Bed:
- LAUNCHXL-CC26X2R1 with simple central, Public Address, Pairing Mode is 'Initiate a pairing request', bonding enabled
- LP-EM-CC2340R5 basic_ble as peripheral, Public Address, Pairing Mode is 'Initiate a pairing request', bonding enabled

Problem reproducibility:
- 100%.
Steps to reproduce the issue:

- flash device
- open in serial terminal
- create a connection
- disconnect
- re-create the connection
