Workaround:
Clear any existing text in the "Directory" field before pressing the "Workspace" button.

In the Project Properties -> SysConfig -> Output -> Workspace -> -o options, the browse dialog does not appear when the 'Workspace' button is pressed if there is text in the field already. Clearing the text resolves the issue.
