Sciclient_pmSetModuleClkFreq returns fail when called from SBL_SlaveCoreBoot for c66

Sciclient_pmSetModuleClkFreq when called from SBL_SlaveCoreBoot during SBL booting for c66x core returns failure (-1). This does not seem to affect booting as such but it might affect some other functionality.
