Workaround:
Go to /ccs_setup_11.0.0.00012.app/Contents/MacOS and then run osx-x86_64

There is a conflict between Monterey and InstallBuilder that causes the installers built for M1 (Arm) based macs to hang. Running the x86_64 installer works fine.
