[MESH] [AE] Low reliability in multi-hop scenarios vs. Legacy Adv.

      The low reliability was observed because AE is configured to work with Coded PHY. The Latency setup is not calibrated to work with Coded.
      When tested AE with 1M PHY the results were the same as legacy.
      Also, we tested AE Coded with the whitelist feature, simulating the nodes are out-of-range of each other, and the results were the same as legacy, as well.

      • Problem description:
        • At the latency setup when testing AE Advertise type with TBM_CCS_1B - its unable to transmit (0-retransmission) 3 Hop and (3-retransmission) 5 Hop Multi hop roundtrip message. 
      • Steps to reproduce the issue:
        • Flash the Device with TBM hex. (Latency Benchmark and out of the box - 3 retransmission)
        • Send a message in multi hop - you will not able to send more then 3 hops in 0-retrans and 5hops in 3 retrans 
      • Expected results:
        •  Should be able to transmit at least 6 hops like the legacy advertise type.
