Reproduction: Very rare.

Summary: There is a collision between an LLCP encryption request and an LLCP PHY change request. Two TI devices, a central and a peripheral, sent these requests on consecutive connection events. After sending these requests, none of the devices responded nor took any action and the communication remained idle with empty packets for almost ten seconds leading to a disconnection.
