Add support for multiple I2C driver instances

To scale I2C cleanly to multiple instances, we need to generate the IOC mux values and instance-specific data structures in sysconfig instead of hardcoding them.
This change to the I2CCC26XX_HWAttrsV1 is a compatibility break. All that is required to populate the additional fields correctly is rerunning SysConfig.
