The toolbar icons do not remain in the location it was moved to when CCS is restarted. The icons often revert back to the original location. There are some caveats on this behavior however, depending on if the toolbar is from stock Eclipse or if specific to CCS.

In any case, the toolbar icons should remain exactly where they were moved to when CCS is restarted.
