The request for this feature comes from BLE Mesh. In order to improve latency and power consumption performance.

Feature/Enhancement Description:

When there is a request for a secondary task - Adv., Scan or Init, in case the task priority is higher than the secondary task which is scheduled, abort the current one and schedule the requested task immediately.

Note: in case the current scheduled task is a connection, don't abort it, even if the new secondary task has higher priority.
