Duplicate Filter - SCAN_PARAM_FLT_DUP is not working as expected

      Discovered in simplelink_cc13x2_26x2_sdk_4_40_00_44.
      If the MAX_NUM_WL_ENTRIES is smaller to number of the devices discovered, the DUP filter is not working.

      This does not happen with the CC2640R2F and the size of BLE_MAX_NUM_WL_ENTRIES does not matter.
