F28388D target does not appear to run after code is flashed

      On F28388D, despite the option "Run Target After Program Load/Flash Operation" being enabled, and the status indicating that the target is running, the target does not appear to be running as expected.

      This is in contrast to when flashing the same program using CCS 10.3.1 and then pressing the "resume" button. The program then runs as expected.

      This was confirmed on F28388D. This issue does not impact all targets (no issues with F28069). Not sure if other targets are impacted.
