Unable to enable some toolbars in custom Perspectives

There are some toolbars that are not available for custom Perspectives. When trying to enable them, an error will occur.

Note that sometimes the toolbar is available when the custom Perspective is first created. But when the Perspective is switched, it will no longer be available
