Hardware breakpoints are not available on second CPU of two daisy chained Tiva devices. Only software breakpoints are available. Other debug actions like connect, load, run, etc work fine. Operations like stepping code in flash is obviously impacted since that action would require a breakpoint.

There are no issues at all with the first CPU.

This was reproduced by daisy-chaining two EK-TM4C1294XL LaunchPads.

It is reproducible with a variety of CCS versions (6 to 10.3) and debug probes (XDS100v2/v3, XDS200).
