[RTLS] CTEs sent on the 2M PHY do not meet spec requirements

CTE Frequency Drift and CTE Initial Frequency Drift may not be compliant with the Bluetooth Core Specifications on multiple channels.

This may lead to tests failure when running the test RF-PHY/TRM/BV-17C [Carrier frequency offset and drift at 2 Ms/s, Constant Tone Extension].
