      The LL scheduler behavior is to not abort a RF Command that has been already programmed.

      This may lead to the air time not being optimal. For example, it should be possible to send a RF command that last 20ms if the next RF command already programmed is 1s in the future.

      The Scheduler should be updated:

      • When a Scan is asked, allow a scan if there is enough time to perform it.
      • When an advertiser is enabled, allow the advertisement to occur if there is enough time to perform it.
