Certain floating point operations on C28x CLA are shorter and faster if, in the case where one of the operands is a constant, the lower half of the constant, as expressed in float format, is zero. Therefore, supply the user with a way to indicate that the representation of a float constant should be the closest one where the lower half is zero.
