Add support to the following:
1. Disallow the combination of MITM and No Input No Output IO Caps - in Sysconfig and Gap Bond Mgr levels
2. Add Authenticated Pairing Only mode - send pairing failed
due to Authentication Requirements in case the pairing method that
was chosen is not authenticated, i.e., just works.
This mode is available via Gap Bond Mgr API and Sysconfig Gap Bond Mgr options.
