Update formatting of CCS User's Guide documentation

The formatting of some of the content in the CCS User's Guide documentation should be updated to allow for easier copy and paste of code syntax and examples. An example is the usage of smart quotes for the example GEL syntax. Standard quotes should be used in its place.
