Problem Description

During a connection with only one device where the TI Device is the slave, the following happens;

1. Master sends a Connection Update Indication and Pairing Request successively on the same connection event
2. When the Connection Update Instant occurs, the slave fails to show up for any of the connection events and the connection drops due to Supervision Timeout

(On a sniffer log, we have bookmarks showing 2 examples of this.)

Replication Steps

1. Modify multi_role to send parameter updates as has been done in the attached patch
2. Connect with an Android phone that performs as described above
3. See that connection will drop when described scenario occurs
