C7 `portGET_RUN_TIME_COUNTER_VALUE` uses hardcoded CPU freq as 850 MHz.

But the default CPU freq is 1000MHz for AM62D,AM275 and can change for subset parts. This frequency needs to be get by Sciclient APIs
